Promoting sustainable wood use for carbon neutrality- Presentation from Japan in COP28 at Japan Pavilion (Feb 15, 2024) |
Among the delegates attending the 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC), held in Dubai from November 30 (Sunday) to December 13 (Sunday), 2023, were several forest-related experts. A presentation was made at the Japan Pavilion event on Sustainable Forest Management for the mitigation and adaptation against climate change.

Sustainable Wood Use for Carbon Neutral Realization) The title of the first prezentation is: Promoting Sustainable Wood Use
for Carbon Neutral Here are the contents (Introduction) Japan is blessed with a mild climate and
abundant precipitation, and is blessed with nature (see figure on the right). --- Japan is rich in nature, blessed with a
mild climate and precipitation (figure on the right). 2/3
of Japan's land area is forested! 40% of the forests are planted forests, and
nearly half of the species planted are Japanese cedar, a quarter are Japanese
cypress, and 10% are Japanese larch. (Figure on the left) In the past, Japan's forests were
devastated by over logging, causing flooding and landslides. In order to restore the forests, the
government focused on reforestation and the forests recovered. (see figure on
the right) As a result, the forest resources are now in a stage of utilization. Planted forests more than 50 years are now more than half of the planted
forests! The forest stock of planted forests has increased sixfold in 50 years! The trees can be harvested to create high-growth forests. And it is the use of wood that fixes carbon
and replaces energy-intensive materials while promoting carbon absorption. (see
figure on the right). This is a measure for sustainable wood use. Japan has been promoting various initiatives to increase wood use, replace energy-intensive materials, and increase the amount of wood used (see figure on the left). (Legislation to increase wooden Construction) In 2021, the "Act for Promotion of Use of Wood in Buildings to Contribute
to the Realization of a Decarbonized Society" was enacted (revision
of the Act on the Promotion of the Use of Wood in Public Buildings). The law clearly states "contributing to the realization of a decarbonized
society" in its purpose statement, and stipulates the following (1) Establishment of a mechanism whereby
the national government or local governments and business operators can
conclude an agreement to promote wood use in buildings in order to promote wood
use in buildings. (2) Establish a day to promote wood use and
a month to promote wood use. (3) Establish Goverment Headquarter for Promotion of Wood Use, headed by the Minister of Agriculture, Forestry and Fisheries (Development of high-performance wood structural products) Next, the government promoted the development and diffusion of wood utilization
technologies for medium- and high-rise wooden buildings. CLT, fire-resistant wood products. (Figure
on the left) As a result, urban wood-structured buildings in the capital city of Tokyo
are progressing. The building on the right is the
headquarters of an insurance company, 20 stories high and 100 meters above the
ground. It is the most wood-using building in the world. It is scheduled for completion in 2028.
The Wood Change Council, a public-private
partnership, has been established. To promote the use of wood in
private-sector buildings, the Wood Change Council was established as a
public-private partnership that brings together a wide range of stakeholders
from upstream to downstream, including organizations related to the economy,
construction, and wood supply. (left diagram). Aiming to promote the transformation of consumers' daily lives Awards are given to outstanding wooden
buildings, (left figure) - Events to familiarize
children with wooden toys and wood construction, such as "Mokuiku"
(wood education), are also being held. (Supporting sustainable wood use through international cooperation) We are providing support through ITTO in
Vietnam, Thailand, and Indonesia. We are working on the development of legal systems, human resource development,

Japan's experience in returning degraded forests and taking the next step
forward may have had an impact at COP28, where the important goal of
"stopping forest degradation by 30 years" is being discussed
