国連食糧農業機関FAOの林業分野の意思決定のため2年に１回開催されている２３回林業委員会COFOが7月18日から23日ローマで開催されました。

国連森林フォーラムとか生物多様性条約、気候変動枠組み条約など国際機関で森林のことを扱う機関は少し増えてきましたが、国連食糧農業機関FAOが伝統的に森林のスタッフをたくさん抱え、主として途上国支援の見地からですが、国際的に森林の状態や行政の動向をウォッチしてきました。
その機関で2年に一回森林関係の意思決定をする場の議題のリストの情報からなにがわかるでしょうか。
今回の主要なメッセージは同時に公開された「世界の森林の現状2016」の副題となっている、「森林の農業ー土地利用の課題と期待」です。
少し詳しい内容は別ページに掲載しましたが、途上国の開発を進めるうえで重点が置かれる農業開発を進めていくうえで、森林や環境などに配慮した統合的な土地利用政策の必要性が強調されています。

引き続く熱帯林。転換の兆し
これらの分析の基礎には5. Forests and trees and the 2030 Agenda for Sustainable Developmentに示されたように、昨年国連で合意された2030持続可能な開発目標などが引用され、途上国の貧困対策のためのキーとなっている食糧農業開発の土地利用上の問題点を、森林サイドからしっかり問題提起をしなければならない、という点があります。
各国の政策的な優先順位の中で、すぐにはお金にならない森林の問題をどのような視点から重要性を理解してもらうか。
この点に関して、地球環境問題という視点から、森林の大切さを訴求してきた中心はFAOの運動です(勉強部屋地球上の森林の状態)が、今回の指摘は途上国の国内問題をとらえて訴求の視点を増やしてきたといえるでしょう。
