- 環境と貿易の相互関係、環境政策が貿易に及ぼす影響、貿易が環境に及ぼす影響の双方が、７０年代初頭から認識されていた。
- 初期の段階: ガットにおける環境論議の始まり
1971年ガット事務局の研究と環境政策と貿易グループ会合 EMIT — the GATT group on Environmental
Measures and International Trade.
- 1994年: マラケシュ協定と閣僚決定
前文のWTOの目的の中に持続可能な開発が書き込まれた。４年後の紛争ルールが法的立場を強化した。
